Every individual in a community has the right to be treated equally by the authorities. Nevertheless, we know that the discrimination still occurs in many contexts. The author of this study argues that Municipal Authorities should develop instruments to make it possible to measure over time wheter or not the citizens have access to the municipal services on equal terms. The study has its background in the joint efforts of the European Coalition of Cities Against Racism (ECCAR) of which Botkyrka Municipal Authority is a member.
